Health and Readiness API

The unversioned health and readiness probes and their operational meaning.

Use health for process reachability and readiness for dependency-aware service admission.

/health and /ready are excluded from the /api/v1 prefix. Their response semantics come from the HealthModule and should be captured with release/version identity when diagnosing a deployment.
