Local PostgreSQL, Redis, and Meilisearch

Starting, checking, and stopping the local service dependencies.

Use the repository compose workflow and verify each service independently.

The standard local ports are PostgreSQL 5433, Redis 6379, and Meilisearch 7700. API health can pass while a feature-specific dependency is degraded, so inspect the dependency directly when debugging.
